Spanos makes money either way, and Mike McCoy's salary is pretty cheap, so Spanos doesn't really care one way or the other. It's kind of short sighted, though, because with the Chargers having a 1-2 record and in firmly last place in the AFC West division, that new stadium proposition vote is looking pretty shaky right now.
